Alexandria, Va.: Owen J. Monaghan, CPP has been appointed president of the ASIS International Professional Certification Board (PCB) for 2014, Vigilance can confirm.
The PCB manages the ASIS certification programs by overseeing the standards, quality assurance, and examinations for the three ASIS board certifications: Certified Protection Professional (CPP), Professional Certified Investigator (PCI), and Physical Security Professional (PSP). The first active-duty law officer to hold this position, Monaghan is Assistant Chief, New York City Police Department (NYPD), currently assigned as the Commanding Officer of Patrol Borough Brooklyn South, the largest borough command in the NYPD.After his promotion to NYPD Deputy Chief in 2005 and during extensive collaboration on transit security projects with agencies outside the NYPD, Monaghan realized a need to earn credibility and expand his expertise in the area of physical security and security management. He believes that earning the CPP credential in 2005 made him a more knowledgeable and active participant in interagency security discussions.
“The private sector is working more closely with law enforcement to manage today’s threats and it is important that we share a common ground of knowledge,” Monaghan said. “I strongly encourage active-duty officers to become board certified to enhance their credibility with their private sector counterparts.”
Monaghan takes the helm from outgoing PCB President David J. Moitzheim, CPP, PCI, PSP. Keith L. Kambic, CPP, of US Equities Asset Management, was appointed vice president of the PCB for 2014.
