The report reads in parts: “Religious fanatics should not be posted to head state police commands. The commission recommends that for his ignoble role during the September 2001 crises, which resulted in the loss of lives, the former Commissioner of Police, Plateau State Command, Alhaji M.D. Abubakar, be advised to retire from the Nigeria Police Force and in the event of his refusal to do so, he should be dismissed from the service. The government should forward the recommendation to the Police Service Commission for consideration and necessary action.”
MD: A certified jihadist. What will this man do in the next national crisis of immense magnitude? Your guess is as good as ours. Will Gejo now do the right thing? Sack him, get him arrested, prosecute him and strip him of his rank for his unparalleled treachery.
Niki Tobi, CON (born July 14, 1940) is an Associate Justice on theSupreme Court of Nigeria. Tobi was born in Esanma, Bomadi LGA in what is now Delta State. Prior to his career in the bench, he was the dean of Faculty of Law and deputy vice-chancellor (academic services), University of Maiduguri. He was appointed to the Supreme Court in 2002. President Goodluck Ebele Jonathan of Nigeria: Uneasy lies the head that wears the crown. Praying? But God asked Moses: “Why cry unto me? What is that in your palm?” Photo: The Punch.
As far as the Nigerian nation is concerned President Goodluck Ebele Jonathan (Gejo) is the number one chief employer of labour-if you like, and also in accordance with Nigerians’ love for high-sounding titles, Gejo is the Recruiter-General of the Federation (RGF). And by virtue of that supreme position, he can hire and fire anyone without consultation.
Even though some of his appointments need ratifying by the Apex Legislative Assembly (ALA), he is yet the only one in Nigeria that has the singular honour of appointing whomsoever he thinks can get the job done, and fires such a person when found wanting.
Therefore, his recruitment sense of judgement has to have unparalleled soundness. Although it does not often follow as far as a standardless nation like Nigeria is concerned. Employing people to serve in any little corner in a nation ought to be based on competitive performance, but in Nigeria it is 99.09% based on hereditary privilege! This explains why appointments to public offices is often based on who the candidate or the person for that office knows, even the least types of job including admission to schools, colleges and the universities are unashamedly based on who you know, or given to the highest bidders!
In modern Nigeria, 99.09% of the 80s generation till the present have all got one thing or another in common, especially employments, political appointments, promotions in the armed forces including the police and the paramilitary, admissions to schools, colleges and the universities and military institutions such as the Nigerian Defence Academy which we prefer to refer to as Northern Defence Academy or simply Boko Haram Defence Academy ( it may interest the reader to know that while Arabic Studies receives a pride of place as a Course at the so-called Nigerian Defence Academy, there is no such Course as Judaeu-Christian Studies or simply Christian Religious Studies); ordination of priests, coronation of traditional rulers, award of contracts, marriages, church and mosques appointments, etc, etc through what is called colloquially as “Man know man”, “connection”, long leg”, mma madu, parapo, the highest bidder, jobs for the boys, etc.
In a country, where recruitments/appointments and admissions are based on hereditary privileges, allegiance/loyalty will not be to the State and institutions, but rather to the sponsors of such appointees, candidates, etc. Until tribalism/favouritism/ethnicity, “Man know man”, “connection”, long leg”, mma madu, parapo, “the highest bidder”, “jobs for the boys”, etc. are made criminal offences with a minimum and maximum jail terms of 14 years and 21 years, respectively, Nigeria will continue to have a square peg in a round hole in all its landscapes-offices and institutions with untold consequences of brain drains to other lands. Also, in this Age of Goodluck, other Nigerians simply wait for the Goodluck truck to carry them to their social, political, economic, cultural and spiritual destinations!
The prevalence of hereditary privilege in recruitment and political appointments account for the death of competitiveness in Nigeria as Nigerians no longer care about hard work because the thinking is that you can use whatever you have to get whatever you want. Amongst young Nigerians of the 80s generation (you can choose to call them the Babangida or the IBB Generation), the virtue/culture of crossing seven rivers to get your snail(s) is completely dead. Most of them will never push themselves up to do anything until they are pushed, even when some of them are pushed, they would immediately rebel and threaten fire and brimstone, or threaten to kill whoever is ‘troubling’ them or make the whole country ungovernable.
Amongst the IBB generation, you don’t even trouble yourself to read for any school or public exams. Going to colleges and the universities? What most of them do is to hire people to write their exams for them by paying them mind-bogging sum of money! While others just obtained the forms for JAMB and other public examinations and liaise with officials of these public exams, pay them fat fees and these officials just fill in high figures for them as their scores.
Sometimes, officials of public exams deliberately withhold some papers from those candidates who took the trouble to sit for these public exams, especially GCE, NECO, JAMB, so they could go and meet them and ‘play ball’ before the remainder results are released to them. Most girls of the IBB generation simply use what they have to get what they are looking for. If President Jonathan sees himself as the custodian of Nigerian morality, here’s a time he needs to set up a panel of inquiry to look into this abysmal decline in national morality, national standards and national conscience. But can a man who has not declared his assets in accordance with the constitution of the Federal Republic of Nigeria do it?
This man Jonathan, spent tax payers’ money to institute a panel in March 2010 to look into cases of abandoned projects, and the panel in their report listed 11, 866 abandoned contracts, but Gejo could not do anything because he himself and the wife, Patience are no better worms. When Wiki Leaks said he is amongst the most corrupt in Nigeria, Jonathan dismissed it as mere “palour gossip.” So how can a man without discernible moral force transform Nigeria? Gejo is simply wasting time, tax payers’ money and precious space in his so-called transformation agenda. If Gejo is serious about transforming Nigeria, he should just look at a mirror in his bedroom, whoever he sees in the mirror; let the transformation start from that person in the mirror.
In that exalted office- that hallowed ground of service, our reading of Gejo is that he is thoroughly overwhelmed and does not know where and how to start, hence he is just a reed, a plankton, puppet and a marionette in the hands of the worthless persons he has surrounded himself with. He is the zombie in Fela’s reckoning who is at the mercy of his superior!
Goodluck Ebele Jonathan is a recruiter who does not know how to select the right persons to help him get the job done. A man who is given to waiting on the Goodluck truck to bring him the mythical bird Goodluck to do all things for him will sure settle for anybody imposed on him by those who have held him captive in that exalted office, whose biddings, he has, of course, been doing since he ascended that hallowed throne of service, where by now and without a doubt he is simply a misfit thoroughly. All employers of labour worldwide go for the best of the best, but not Gejo.
In our editorial of January, 2012, we had recommended the sacking of all the Police top hierarchy under the treacherous prodigal and Inefficient- General of Police Hafiz Ringim, who we shall now like to refer to as parroty and loquacious Rigimite and the President having managed to come out of his comfort zone of ineptitude, or should we say come out of his cocoon (?) to do what is right, at least as a first step in the direction of creating a true Nigeria Police, receives our grudging applause. Grudging applause because, this President hasn’t the will, ruthlessness and national vision to give the people the authentic national police that country deserves.
He says he is a Christian, so his style is Go slow, but Jesus his Lord and Master did not dilly dally on finding robbers trading in his Father’s House. In that righteous anger, he over turned their tables full of filthy lucre and warned them fiercely: “Ye shall not make my Father’s house a house of merchandise, but a house of prayer.” The same Jesus charged his disciples: “Be ye wise as a serpent and peaceful as a dove.” If Jonathan wants to succeed in that exalted office he has to possess the two antithetical qualities of a serpent and a dove. In a plain language a man like him will understand he has to adopt an unusual slogan of “Sweet and Bitter.”
Knowing him as a recruiter without a superior recruitment sense of judgement, we are not surprised that in managing to sack treacherous Hafiz, he would come up with a man with a very tainted resume, a certified jihadist and a Boko Haram of the first rating as his successor. A man who is not in charge of himself cannot be in charge of anything. The man he has selected to police Nigeria is one with many question marks on his head.
Until very recently, Gejo probably did not know Aliyu Gusau’s boy and the arch-Boko Haram had been indicted by the Justice Niki-led Panel of Inquiry set up by the Plateau State Government in 2008. Until now, he probably has not heard about Justice Tobi, a juridical officer of the first rating. We are very sure he has not even read the Panel report indicting MD.
Does Gejo ever read? If he does, we‘d like to know what book he is reading currently, we‘d also want to know how many books he reads per week, month and in a year. We just have this ridiculous conviction in our spirit that he does not update himself with goings-on in the world on daily basis. If he does, as a Commander-in-Chief of the Federal Armed Force of Nigeria, even though of a civilian background he will be abreast of the ABC of national security strategy, strategic defence, strategic policing, strategic intelligence gathering and the various methods of attacks adopted by terrorists, be there religious, political, economic, cultural, ideological and social terrorists to cause maximum havoc to lives and property.
Using our theory of the Metaphor of the Head and Essential Principles Theory, how does Gejo then intend to carry out strategic reforms in the police aimed at strategic policing in conformity with international standards? Lest we forget, the Metaphor of the Head simply says if the head is rotten; it automatically follows that other parts of the body will be affected.
And the Essential Principles Theory say the violation of anything germane and indispensable to life and in any department of life, be it in governance, community cohesion as Boko Haram is doing, in marriage, etc often results in ontological disequilibrium. How then do these theories of ours apply to Aliyu Gusau’s boy Gejo has recently appointed as Acting Inspector-General of Police? Simple answer: His loyalty to the Nigerian nation is seriously in doubt and the Niki Tobi Panel had confirmed this, hence he lacks the moral capacity/force/authority to police Nigeria.
It will also be interesting to know why MD has not had the honour and integrity to resign as option number one recommended by the Niki Tobi Panel. It will also be interesting to know why the relevant Police Authorities under the now thoroughly discredited Hafiz Rigim snubbed the recommendation of a constituted authority. Can you see what we mean, dogs don’t eat dogs, hence a Boko Haram cannot sack another Boko Haram!
The fact that the recommendation of a constituted authority could be ignored for so long and without the press in Nigeria,( mark the phrase: “the press in Nigeria” as we do not believe there’s what is to be called the Nigerian Press at the moment, just as we do not currently and with all sense of responsibility think there is any institution that merit the hallowed phrase: The Nigerian institution) crying out confirms our age-long conviction that Nigeria is a country without standards, hence the jungle-like attitude of most Nigerians. Worst still, not just under Gejo, since 1960s till date that country has had the misfortune of being ruled by men and women without conscience and standards!
In order to save Nigeria from this international obloquy and in compliance with the Niki Tobi Panel recommendation, President Goodluck Ebele Jonathan of Nigeria has just this week to sack Alhaji Mohammed DikkoAbubakar as Acting Inspector-General of Police. He’s such a very bad egg that no one at the Nigeria’s Apex Legislative Assembly should waste precious time to debate his case in any form. It will be a mockery of the rule of law for his name to be taken anywhere 1, 000 kilometres near the nation’s Apex Legislative Assembly.
As soon as MD is sacked he should be arrested, prosecuted and imprisoned for his anti-Nigerian/un-Nigerian loyalty. Hafiz Ringim also has a case to answer here including his unparalleled treachery to the Nigerian State in tacitly giving support to Boko Haram and being their agent in uniform. Again we ‘d like to reiterate in this editorial that the real Boko Haram are the Northern Oligarchic class surreptitiously continuing the violence of their forefather Uthman Dan Fodio.
In case you do not yet get the message the real Boko Haram are those who instigated the pogroms of the 60s resulting in the deaths of millions of Igbos including Christians and who are still doing so, the real Boko Haram are the traditional rulers in the North encouraging the domination of the Nigerian political, economic, social, cultural and religious spaces; the real Boko Haram are Ibrahim Badamasi Babangida smuggling Nigeria into joining the OIC in 1986; the real Boko Haram are those who have up till now linked the Ministry of External Affairs’ URL to the website of the Organisation of Islamic Co-operation (in fact, the real name should be Organisation of Islamic Countries).
The same way the Niki Tobi recommendation has been disregarded in the case of MD, so was the John Shagaya Panel recommendation that Nigeria be deregistered from the Organisation of Islamic Countries. What Christians in Nigeria don’t know is that Nigeria’s membership of OIC automatically made her an Islamic country against the constitution of the Federal Republic of Nigeria.
Christians in Nigeria, together with other Christians in the Diaspora should protest to the Apex Legislative Assembly to impress it upon them that they have a constitutional duty to deregister Nigeria from the OIC, they should let Nigerians know how much of the tax payers’ money had been committed to the OIC since the time of Gowon who in 1969 sent a delegation of observers led by Abubakar Gumi to the OIC meet when he was Head of State. The nation will also want to know why the Ministry of External Affairs of secular Nigeria is currently linked to the website of the OIC.
Babangida and Gowon should be invited to the Apex Legislative Assembly for questioning over their romance with the OIC and subsequently IBB’s smuggling of Nigeria to join the Islamic Organisation without consultation. Both Babangida and Gowon and other Boko Haramites should be stripped of their national honours and military ranks by the National Honours, Degree Awards and Forfeiture Authority (NAHDAFA) which we are hereby suggesting should be established to review all matters of national awards/honour with a view to recommending persons for national honours and awards including their forfeiture if any awardee falls short of the glory of the Republic.
Also, university degrees should no longer be the property of the holder, but a national property held in trust by awarding universities on behalf of the nation and should be withdrawn when the holder commits a criminal offence. This is one way by which the nation can check the thievery and acquisitive tendencies of Nigerians.
Again, and again the real BoKo Haram are Babangida who created Jos North Local Government Council without consultation with the people; the real Boko Haram are Jibril Aminu who purposely destroyed Nigeria’s educational system in his delusion to enable the North catch up with the South educationally, remember the case of Miss Adeyinka Badejo who scored 293% in the 1988 National Common Entrance Examination, but was not invited for interview, whereas those who scored less in Northern States were invited for interview and subsequently given admission? Miss Badejo sued Prof Jibril who was then the Minister of Education, but was told by Justice Grace Akinboboye that she had no locus standi! Remember also the School Principal who had her head shaved while trying to set up standards and instil discipline? All these happened under Jibril Aminu.
As Minister of Petroleeum Jibril Aminu spent millions of tax payers money looking for oil in the desert and when he was advised to stop wasting tax payers’ money he was on record as saying he would not stop in order not to incur the wrath of the Northern elders.
Again and again, the real Boko Haram are Muhammadu Buhari and other politicians of Northern extraction who having failed election, even though the election was said to have been rigged, were not statemanly in their utterances with their Amala-hunting Media Assistants threatening fire and brimstone that their bosses could not be arrested by the President and Commander-in -Chief of the Federal Armed Forces of Nigeria.
On Muhammadu Buhari, I am at a weeping point as in our editorial two weeks ago, we had said in the Nigerian Federation he is strategically placed to bring the problems of the Bororos to any Government in power. In that editorial we had referred to our findings from the investigation this writer had carried out all over Northern Nigeria leading largely to the formation of the Pastoral Resolve (PARE) which was the brain-child of my Greek-Nigerian boss Mr R.V. Barberopoulos. This writer from Lagos designed virtually all the literature and wrote letters that were sent to the Federal Government, ministers, Governors, etc, for purpose of intimating them about the plight of the pastoralists and their peculiar lifestyle in the ruga and fund raising drive.
And then last week, we read about the clash between the pastoralists and the farmers in the Niger Delta Region resulting in human deaths between the two parties including animals. Wherever Buhari is, he should hang his head in shame! In my report which largely led to the formation of PARE, I had recommended that the pastoralists should be encouraged to have a re-think about subsistence pastoralism in modern times and begin to embrace economic pastoralism and with over 400 million herds of cattle in the whole of West Africa, the whole of Africa had no business importing beef from any part of the world.
In my reports of over two decades on desertification, mega dams , massive irrigation projects in Northern Nigeria, I had always cried out that the 1970s policy of Gowon to green the North erecting mega dams everywhere and the Generals and other big men in the North using massive irrigation projects diverting waters into their own farmlands was killing traditional agriculture in Northern Nigeria, with grazing land also taken away from the pastoralists, which had led to some of them migrating from Nigeria, their country to Cameroon and Gabon where conditions at the time of my investigations were enabling.
I did observe that the pastoralists were already frustrated with respect to absence of grazing land for their cattle, hence they are sometimes helpless when migrating down South of Nigeria to graze with their cattle entering farmlands therein to eat up crops of farmers in the South. Buhari having ruled Nigeria once could make this a life time vision of trying to encourage all pastoralists in Africa to settle down to economic pastoralism.
He will more be remembered for this than messing around with small boys and girls in the name of wanting to rule Nigeria again. If he would be a statesman, he should take this upon himself, bring them to the attention of President Jonathan alongside the plights of other hapless Nigerians including feeding Jonathan with daily strategic security advice instead of shouting and proclaiming Jonathan’s weaknesses at the town hall like a school boy.
He could start what we‘d call here Pastoalists Education and Economic Re-think (PEER) with a view to encouraging the pastoralists to settle down to economic pastoralism.
All past Presidents and Heads of State of Nigeria should take a cue from former American Presidents. They never criticise their serving colleague openly, rather for national interest, they make themselves the mouth and ears of the serving President, going on errands for him and giving him all the honours due that exalted office which they themselves had once occupied by answering him “Sir.” At the end of the day it is not about the person, but about the country first and national interest.
Returning quickly to our subject matter, our patriotic conviction is that MD MUST be relieved of his post this week, arrested, prosecuted and sent to jail and be stripped of his rank and any national hour anyone has dashed a man like him. Can you now see why Achebe would not go one million kilometres near where standardless Nigerian Presidents are dashing medals to undeserved elements and hanging them on their necks as those hung on the necks of dogs?
Finally to President Jonathan: Strategic reforms of the police would mean sacking all officers from the rank of the DPOs, and sacking all constables, but putting them on standby, asking all of them to re-apply such that anyone who has a reply from the Police authorities to remain in service could stay back, and those who receive letters asking them to leave the force can do so honourably. This is one way by which the nation could weed Boko Haram from the Police and ensure that Nigeria has a truly representative Police Force.
Receiving, NPF? NPF, are you receiving? What are these traitorous faces still doing on your website?
Trust betrayed: Above, a treacherous gang entrusted with policing Nigeria, but failed woefully. Each of these conspirators has a case to answer and President Goodluck Ebele Jonathan must order their arrest immediately, probe and prosecute them for their unparalleled treachery in modern policing. These outcasts of the Federation must be stripped of their ranks, national honours, made to forfeit all their entitlements and send to jail for between 14 and 21 years, respectively.
The same punishment must be meted to the other officers commanded by this thoroughly discredited gang, so they must learn the lesson which they had failed to learn in office. That singular lesson is: Country First! May Nigerians never see the faces of these policing and intelligence pariahs in any public offices again.
Hang on a minute: Why does the Police in Nigeria still have the pictures of this gang on entry to their website? Why do their pictures still dot the website of the Police...they are an offence to all conscientious humanity and posterity.
The authorities of the Police in Nigeria MUST remove the faces of these outcasts of the Federation before 12.00 of Monday, 6th of February, 2012. To all the global policing enthusiasts, can you now see why the Police in Nigeria are not a proactive Force with strategic intelligence gathering expertise?
